UGC is based on the University Grants Committee of the United Kingdom which was essentially an advisory committee that assisted the British government in respect of the disbursement of funds to British universities. The committee was established in the year 1919 and was shut down in the year 1989. UGC was established in the year 1945 for monitoring the three Central Universities, namely: Banaras University, Aligarh University, and Delhi University. Later in the year 1947, its responsibility was significantly extended to other Indian universities. In the year 1949, the UGC was reconstituted toeing the line of the University Grants Committee of the UK.

The recommendation came from the University Education Commission 1948-1949 that was set up to make a report on Indian higher education and suggest necessary improvements. In the year 1952, the government announced that all grants to higher learning institutions including universities shall be managed by the UGC. In the year 1956, UGC was declared a statutory body. Later on, in the year 1994 and 1995, the decentralization of the UGC took place upon the establishment of the six regional centres mentioned above. UGC has been a major role player in the enhancement of the higher education system of the country.
